A new requirement has been introduced for telemarketing companies. Now, calls from companies offering promotions and products must include the prefix *0303 before the number for user recognition. Check out this post for more details and what changes from the new rule introduced by Anatel.

The National Telecommunications Agency (Anatel) has introduced a new rule for telemarketing how to get usa phone number companies. Since March 10, contacts offering promotions and products must be identified using the prefix *0303. The new regulation came from an operational procedure published in December in the Operational Procedure for Allocation of Numbering Resources was made through Act No. 10,413, signed by the superintendent of granting and resources for provision Vinicius Caram and published on December 10, 2021, in the Official Gazette of the Union. For now, the new requirement is only in effect for contacts from cell phones. For landline numbers, the prefix becomes mandatory as of June. A 90-day period was offered for companies to adapt, while a 180-day period was made available for landline numbers, which is still in effect.

What is the purpose of the new rule?
According to Anatel, the purpose of the new regulation is to facilitate the identification of active telemarketing calls . Other rules have already been used to offer citizens greater control over contacts by these companies, such as the do not disturb rule, where users can register their phone number to block calls of this type. The list is extensive and closed 2021 with more than 10 million registered numbers. It is important to note that this rule only applies to active telemarketing calls , that is, collection contacts or requests for donations do not fall under this case. In addition, it is also up to the operators to block these calls when such a request is made by their customers. In the event of non-compliance, Anatel may initiate an administrative procedure (PADO) with the possibility of sanctions.

Another important point mentioned in the new rule concerns the control of the application that must be carried out by the operators, with the companies in the sector being responsible for providing the necessary technological means to monitor those who do not use the prefixes in their contacts. With this, it is no longer permitted to use private or hidden numbers to make calls. The numbering resources manager Secundino da Costa Lemos explains that the companies will act as a "longa manus", that is, the inspector of Anatel's action. "Since it is the provider that programs the network, it has the capacity to block resources to prevent bad users [of the numbers of those who perform unwanted telemarketing] from acting in front of the consumer." Still on this subject, Costa Lemos says: "We already know technicians from each provider, and we will continue discussing and evolving." In addition, a new system is also in use that generates reports monitoring the efficiency and quality of use of these resources "to see whether the regulatory reins are being respected or not", and that this will greatly contribute to monitoring. As a last resort, the agency may send a field team to work at the switching center. "Throughout the process, we will study the means of monitoring, but I already anticipate that we have mechanisms in place to do so."

According to Anatel, the regulation came into force after a public consultation, held between August and September 2021, when approximately 100 consumers, companies and consumer protection and communications sector associations attested to the need for greater control of this type of contact.
